Bill Pay RPPS FAQs

The following FAQs are for bill payments via MasterCard Remote Payment and Presentment Service (RPPS). Refer to Bill Payments using RPPS for an overview of RPPS.

General FAQs

1. Do clients need to whitelist any IP addresses for the SFTP we will set up for RPPS?

It is required for TabaPay to whitelist IP addresses for clients.

However, for clients to whitelist TabaPay IP addresses, it is not required. Refer to the Bill Payments using RPPS for more security options.

2. If a client has billers that are not currently in RPPS, is there a process for getting them added?

Not at the moment, but TabaPay will pass on on any interested billers to the RPPS Mastercard network.

3. What if a previous biller that was tested as successful has now failed with the same Biller ID?

The biller may have moved accounts (e.g 11111111111 to 22222222). The RPPS concentrator will need to add a biller as shown on the Technical Resource Center documentation in Mastercard Connect.

4. What steps should a client take once the file has been validated?

You can send in a test file with one test transaction only for $1 or less.

5. Are there specific tests or protocols that we should execute in the production environment?

Just one RPPS transaction for a very small amount will be ok.

6. What actions or configurations are expected from your side during this process?

TabaPay will process the file and will let you know if it was successful.

7. Are there any risks or additional considerations we should be aware of when configuring directly in production?

8. What is the layout for the filename that we should follow?

9. Regarding the Mastercard RPPS number, are there specific actions we should undertake on our end? Also, how long do you estimate this process will take?

TabaPay will provide you this ID once we board you with MasterCard for RPPS. They assign this ID. [Originator Mastercard RPPS ID number, no check digit. Must match positions 15–22 of the File Header record.]

11. Is Account the Bill Pay Account number linking Consumer and Biller?

Yes. Account number matches against biller masks in the Mastercard RPPS Biller/Creditor Directory.

12. Debit/Credit designator – is this telling us that the Biller accepts Debit or Credit cards?

Credit is a payment, Debit is a reversal. RPPS processes files and routes payments similarly to ACH.

13. Where would we send the credit card number in the payment file?

A credit card number does not go into an RPPS payment file. You can talk to sales about processing consumer credit card payments through TabaPay.

14. Does TabaPay initiate the credit card transaction to pay the biller?

Payment to the biller is handled by the network.

15. What is the expected settlement for RPPS?

TabaPay’s cutoff is 6 PM PT, and you should receive the processed file after the nightly batch at about 6:30 PM. You will receive other reports next morning via Dropbox. For more on processing refer to Bill Payments using RPPS.

16. What is the cost of each bill pay transaction through Tabapay?

You can refer to the Network Fee Guide under Disbursements > Mastercard Network Fees > label MRPPS and description RPPS Bill Payment.

17. Will we be charged if a transaction is returned or rejected?

You will pay for every transaction that MasterCard charges; No separate TabaPay or MasterCard charges on Returns. Again you can refer to the Network Fee Guide to read Per payment - success or failure.

18. How are incoming and outgoing files separated on the server?

There is a common inbox/outbox directory structure used.

19. How will TabaPay know when a client has uploaded a file?

TabaPay pulls files by at the cutt-off time mentioned on RPPS Input Files.

Account Number Validation FAQs

20. If the client enters the incorrect or improperly formatted account number, will the client be given the acceptable format for a specific payee?

No, it is up to the client to ensure account numbers are correct.

21. What is the best practice for inputting / formatting the account number?

Enter the account number as it is presented on the bill. The biller mask represents the correct format accepted by the biller.

22. Is there any account number validation prior to payment file being sent?

Not currently, there is a roadmap to have the RPPS functionality available as an API + offer validation in 2025.

Biller Files FAQs

23. How is the the biller list collected?

It is obtained from Mastercard daily and distributed if desired. It is only one file.

24. How is the biller list delivered?

SFTP, or whatever the client's Reporting delivery method is.

25. Is there a delta file that includes any additions or changes for the biller list?

No, TabaPay does not subscribe to or distribute any delta file.

26. How can I know any new additions or changes?

The full file includes the date last changed.

27. How are adjustments or exceptions made?

Any exceptions are found and delivered in the exceptions report.

28. How are adjustments or exceptions made?

29. What goes into the RTN field in the file?

The biller ID, which represents the routing number.

30. What goes into the account field in the file?

The customer’s account number at the biller.

31. Do we check with TabaPay to verify if a biller is on the directory?

No, the file is delivered to the client for their own use or checks.
