Fee Changes For Mastercard CNP Transactions

We are writing to inform you about upcoming changes to Mastercard Digital Enablement Fees, effective July 14, 2025. Mastercard is implementing a uniform pricing structure for certain fees currently assessed to Mastercard Card-Not-Present transactions.

The changes are as follows:

  1. Cap Removal:
    1. The $0.40 fee cap on transactions ≥ $1,000 will be removed.
  2. Expanded Fee Applicability:
    1. The MDEF will now apply to CNP authorizations declined due to insufficient funds (DE 39 = 51), which are currently excluded.

What this means for you:

You may observe changes in the Mastercard Digital Enablement Fees assessed for your larger ticket size transactions and for certain declined card-not-present transactions. We recommend reviewing your transaction volumes and fee structures to ensure a smooth transition.
