Changes to Authorization Response Codes

Effective April 11, 2025

Visa will introduce two new authorization response codes and changes to response code processing.

Visa has made changes designed to drive improvements across the payments ecosystem to encourage good business practices, reduce fraud, improve authorization approval rates, reduce operational costs, and enhance satisfaction across the ecosystem.
The purpose of this requirement is to help utilize authorization response codes appropriately to improve the payments ecosystem by increasing transparency when an authorization is declined, providing additional information, and helping them reduce unnecessary reattempted transactions. Ensuring appropriate information flow is critical to creating optimal behavior for all players within the ecosystem.

TabaPay Clients can use the new information to correct issues and optimize the resubmission of authorization requests. Issuer and cardholders can use proper methodology to block and unblock the transaction by using new response code introduced by Visa or by using stop payment feature.

Changes to Currency Code for Curaçao and Sint Maarten

Effective April 1, 2025

Effective 0400 GMT 1 April 2025 CPD 1 April 2025, Visa will implement changes to convert the domestic currency for Curaçao and Sint Maarten from ANG/532 (Netherlands Antilles Guilder) to XCG/532 (Caribbean Guilder).

The existing ISO numeric code 532 will be associated with the new alpha code XCG
(Caribbean Guilder).

Changes to Merchant-Initiated Account Funding Transaction Processing

Effective April 11, 2025

Visa will implement change to add account funding transactions (AFTs) to the merchant initiated transaction framework. This will allow the initial cardholder-initiated AFT to identify when the credential is being stored for future merchant-initiated transactions and to identify AFTs that are merchant-initiated using the stored credential.

Visa Direct account funding transactions (AFTs) are permitted for use as merchant-initiated transactions (MITs) for recurring/periodic automatic loads on behalf of cardholders supported by pre-agreed standing instructions. The MIT framework introduces a global standard to identify transaction intent and whether a transaction is merchant initiated. MITs relevant to AFTs include both recurring (Example: reload US$50.00 every week into a digital wallet) and unscheduled credential on file (Example: when digital wallet balance hits US$10.00, automatically reload US$50.00) periodic loads. To enable consistent MIT processing for AFTs, Visa Direct is updating processing requirements to differentiate cardholder-initiated AFTs and merchant-initiated AFTs for both PAN-based and token-based transactions.

AFTs eligible for MIT processing must have the following attributes:

  • Must be for one of the following standing instruction MIT types:
    • Unscheduled card on file
    • Recurring transaction
  • Processed as either domestic or cross border
  • Must contain one of the following use cases:
    • Account to account
    • Funds transfer
    • Liquid assets
    • Top-up for enhanced prepaid loads
    • Wallet transfer
  • Processed as either partial approval or full approval

Adjustments to the Base II File Transmission Fee (VBII / VSNAF)

Effective January 1, 2025

Effective January 1, 2025, Visa will be revising billing on VBII/VSNAF fee. The cost will be increased from $0.002 to $0.0025 for each financial transaction processed through the Base II system.

ACI Value of “D” Will Be Returned for Some Issuer-Approved Eligible Transactions in the US

ACI field in Create Transaction API Response will contain the new value of “D” in for issuer-approved
EDQP-eligible transactions (Visa's Electronic Data Quality Program) that requested CPS but did not qualify.

Issuer-declined transactions that requested CPS, but did not qualify, will receive an ACI value of “N”

The EDQP is a new data integrity program that aims to help improve data integrity and maintain processing integrity throughout the life cycle of a transaction, providing consistency as it is adopted globally across all regions. TabaPay will ensure data quality of transactions per the EDQP Program.

The below transaction types are considered eligible EDQP transactions and will receive an ACI value of “D” if they meet CPS criteria:
• Account funding transaction
• Bill payment
• Manual cash
• Merchandise return / credit voucher
• Purchase
• Quasi-cash
• Reversal

Visa Restrictions on Standing Instruction MITs Will Be Delayed to July 2025

Effective July 30, 2025

Visa is further delaying plans to restrict standing instruction merchant-initiated transactions (MITs) to credential-on-file tokens only.

To minimize impacts to existing transactions and to merchants, Visa will take the following approach to the restriction to COF tokens:

  • Standing instruction MITs on device tokens provisioned after 30 July 2025 will be declined.
  • Visa will continue to honor MIT relationships between merchants and cardholders on device tokens that were provisioned on or before 30 July 2025. Visa expects that such device token usage for standing instruction MITs will be reduced over time by natural attrition as device tokens are deactivated or expired.

Changes to Transactions Destined to Mainland China

Effective June 14, 2024

Visa will implement changes to prohibit transactions destined to issuers in Mainland China with certain merchant category codes (MCCs) listed in prohibited MCC list. Merchants should no longer submit original transactions with any transaction amount for certain MCCs in the prohibited category destined to issuers in Mainland China.

These changes will help with the following improvements:
• To improve authorization processing
• Minimize invalid authorization reattempts
• Optimize the consumer experience through greater transaction approvals

Additionally, Response Code 14 (invalid account number [no such number]) will remain as a Category 1—Issuer Will Never Approve decline code and in the Data Quality Program. Response Code 14 will no longer be counted as part of excess reattempts.

A new response code, Z5 (valid account but amount not supported) is being introduced as a Category 2 decline code.

Response Code 14 (invalid account number [no such number]) is currently defined as both a Category 1—Issuer
Will Never Approve and a Category 3—Data Quality decline code. In response to requests for clarification, effective 13 April 2024, Response Code 14 will be removed from Category 3 and will be treated solely as a Category 1 decline code. As a Category 1, merchants must not reattempt an authorization request after a decline.

Visa Multiple Account Access Service

Effective April 12, 2024

Visa is launching Visa Multiple Account-Access Service (VMAAS) for US Domestic transactions. TabaPay will be enabling processing changes to support VMAAS for processing in April 2024; and plans to include support for VMAAS indicator (TBD).

VMAAS will enable merchants to provide cardholders the ability to access multiple funding options through a single Visa credential. Every VMAAS enabled credential is identified as a primary credential and can be linked to one or more secondary credentials.

Effective April 12, 2024, first use case being launched in the US is using Debit Classic as a primary credential, and Consumer Credit as a secondary credential. A cardholder must notify their issuer of their choice of credential (for example, primary or secondary) before making an eligible transaction. Each issuer must decide the method the cardholder must use to provide such notice.

Excluded MCCs for VMASS using the Debit Classic with Consumer Credit access use case:

  • 4829 - Money Transfer
  • 6010 - Financial Institution - Manual Cash Disbursements
  • 6011 - Financial Institution - Automated Cash Disbursements
  • 6012 - Financial Institution - Merchandise, Services, Debt Repayment

Visa CVV2 Pricing in Canada

For card-not-present (CNP) merchants, fraudulent transactions can lead to lost revenue and extra processing time and costs, which narrows profit margins. CVV2 is a three-digit security code on the rear of a physical payment card that complements merchants’ existing fraud detection tools, providing another data point to help identify the riskiest transactions. Because CNP merchants are at greater risk for stolen account number schemes, they need to be diligent in their fraud control efforts. CVV2 can help a merchant differentiate between genuine customers and fraudsters who operate anonymously.

To reflect CVV2’s value in helping to mitigate fraud, Visa will introduce pricing for CVV2.

Effective 1 April 2024, Visa will introduce acquirer pricing for CVV2 on a per-transaction basis when the CVV2 yields a match or no match result (CVV2 results code value is M or N). The fee will not be assessed when the CVV2 is not verified or an error condition prevents the result from being returned to the acquirer.

The Card Verification Value acquirer fee will also not be charged when 3-D Secure verification is successful or when the transaction is a zero-amount account verification message.

Effective April 1, 2024, the CVV2 Fee will be USD 0.0025 per CVV2 match / no match result.

Digital Commerce Fee: 0.75bps (0.0075%), $0.0075 minimum on purchases replaces AVS and CVV2

Effective October 1, 2023

Visa will introduce a Digital Commerce Fee in the US on all Card Not Present (CNP) settled transactions. The Digital Commerce Fee aims to support digital services and solutions offered by Visa to help increase the performance and security of the payments ecosystem. The fee is 0.75bps on all settled transactions with a min of $0.0075 per transaction. If a transaction is less than or equal to $100, the minimum of $0.0075 will be charged for that transaction. The fee is applicable to all card acceptance use-cases and transactions, note that AFT and Push (OCT) transactions are not subject to the fee.

With the introduction of this fee, Visa will include access to the services below at no cost for CNP transactions:

  • Address Verification Service ($0.001) helps merchants mitigate the risk of fraud by requesting verification that the billing address matches the cardholder's address held by issuer
  • Card Verification Value 2 (CVV2), which is designed to help mitigate fraud by enabling merchants to use the 3-digit code printed on signature panel of a Visa card to verify it
  • Note: Account verification fees will remain
