Visa Flexible Credential – Updated Rates
Please be advised of upcoming rate changes for Visa Flexible Credential (VFC). VFC enables a primary credential (debit) to be linked to multiple secondary credentials (credit) and the cardholder adjusts their settings to determine which credential is used.
Upcoming Changes
Effective April 2026, Visa is expanding VFC transactions from domestic-only transactions to now include cross-border transactions. Rates for transactions will be assigned according to the following guidelines:
- For domestic VFC transactions if the transaction is cleared and settled using the secondary credential (credit), the interchange will be based on the secondary credential's attributes (credit rate applies); if the transaction is cleared and settled using the primary credential (debit), the primary credential rates apply.
- For cross-border transactions, the interchange is determined based on the attributes of the primary credential (debit), regardless of the secondary credential used. Tabapay clients may see rate changes on cross-border transactions like credit transactions converting to debit interchange rates.
To provide clarity, Visa will be launching reconciliation reports in April to assist in identifying VFC transactions where the transaction has been “swapped” – the primary credential initiated the transaction but the transaction is authorized using the secondary credential. This will support Tabapay and our clients in confirming appropriate rates for transactions.
