Visa Stop Payment Services - $0 Authorization Messages

Visa has announced that $0 authorization messages are now subject to the Visa Stop Payment Service (VSPS) Repeat Authorization Decline Fee.

A $0 authorization message may now trigger VSPS decline codes (R0, R1, R3). Each of these response codes has a allowed reattempt count before a VSPS Repeat Authorization Decline Fee is incurred; these authorization messages will now count as one transaction toward these limits which may trigger fees earlier than expected.
