Banque de France Announces New Thresholds for Non-3DS CITs
Banque de France has announced that it will implement a velocity threshold for Visa non-3DS CIT transactions with US merchants starting March 10; this is part of the bank’s wider strategy to reduce risk. The velocity counter is defined as the cumulative transaction amount per card per merchant over the past 24 hours since the last authentication.
Transactions that exceed these thresholds will receive a soft decline code of ‘1A.’ Merchants have two possible choices when a transaction receives this code:
- If the transaction amount is greater than the threshold a decline will continue to occur and the transaction should not be reattempted.
- If the transaction amount is within threshold limits, it is recommended that merchants wait 24 hours for the threshold to reset before reattempting the transaction.
After March 10, the bank has published additional threshold changes for June 10 and September 10 (see below):
